On February 6, 2023, Officers with the Fentress County Sheriff’s Office conducted a search of a residence on Bunker Hill Road located in Allardt, TN. The search was conducted after several reports regarding the sale of illegal narcotics by residents at the home, of a Mr. Jackie Winningham and Miss Delisa Phillips. During the search Officers located a large number of narcotics and two illegal weapons. Deputies confiscated a total of 9.93 grams of methamphetamine, 11 suboxone strips, 56 Xanax, 6 partial Xanax, 2 Hydrocodone, 15 Gabapentin, and multiple types of drug paraphernalia. A .22 Caliber Revolver was found at the residence of the convicted felon, along with a total of $1,087.00 in cash. Mr. Jackie Winningham was then booked into the Fentress County Jail on a bond of $50,000.00 along with Delisa Phillips with a $25,000.00 bond. On February 13, 2023, Mr. Winningham made bail but failed to appear on his scheduled court date. On February 22, 2023 Deputies received a tip that Mr. Winningham was back at his residence on Bunker Hill Road. Officers then arrived at the residence and took Mr. Winningham into custody. Another .68 grams of methamphetamine was then found on Mr. Winningham’s person, along with other drugs. Mr. Winningham was then booked back into the Fentress County Jail and denied bond.

Jackie Winningham: Possession of Meth with intent to sell or deliver. X2, Possession of schedule Il, Possession of schedule III with intent to sell, Possession of Schedule V x2, Possession of Schedule VI, Possession of a firearm by a convicted felon & Possession of a firearm in commission of a felony, and failure to appear.
Delisa Phillips: Possession for Resale, Possession of Schedule II, Possession of Schedule III, Possession of Schedule V, and Possession of Schedule VI.
